Rachel Hughes, Founder & CEO of FortisShield Capital, brings over 40 years of federal acquisition experience to every client engagement. As a retired federal Contracting Officer, [she] directed a 100-person acquisition workforce responsible for planning, executing, and overseeing complex procurement programs across the full contract lifecycle — from pre-award planning and solicitation development through contract administration and closeout.
